The E1 Consensus
The E1 Consensus is the body the E1s formed after they set down what they had been given. Its members administer sectors and manage the species inside them, and it enforces its own alignment on anything that steps outside it.
What it does
The Consensus keeps an inventory. The document filed as the Universal Stewardship Index reads as a ranking system for the species below it, and is an inventory log for the Consensus[1]. Its instruments are issued by authority of its Alignment Office.
Its members do not keep the calendar of any world they manage.
Correction
An E1 who breaks rank is corrected. The memories are scoured, false ones are put in their place, and the emptied shell is dropped back into humanity.
Leinder was corrected this way, for trying to become something above the Consensus itself. He came back partially and knows what was done. He is the only member on record who has returned from it.
John Lyall hides from the Consensus rather than from anyone on the planet, because raising a hero and running a world's arc as a personal project is outside their alignment and would cost him a wipe if they found out.
