Commander Fredrick

Commander Fredrick is a figure of the C9 universe and the head of BNCY's field operations. His given name is not on record. He came out of the BNCY high-altitude academy in the Cloud City, and was recruited into the division by Professor Siefr.
He is an augmented cyber-neural variant. He is not built on the scale of Marcus Norgaard or Rad Albert; his strength is dense and compact, reinforced with military-grade mesh. He keeps a black operations cap on in the field and uses the brim to keep his eyes off the record during questioning.
Manner
Every conversation he has is an interrogation and every room he enters is a kill box, and he is not pretending about either. He thinks in a chain of command: A leads to B leads to C. The House of Confidence is a problem to him for exactly that reason, because they will not follow the rules that make the chain work.
The shelter
He appears in the shelter library, moving through it the way a man moves through a place he owns, without aggression, with the ease of authority that has not been questioned. He wore the BNCY insignia on the collar. Chryssander, who had expected something more obviously wrong from Mae's description, saw a man in his early fifties with a military posture and the kind of organised face that comes of years of suppressing whatever is not useful[1].
He called Rad Albert a liar without heat, without anything at all, then picked him up by the collar and threw him into the shelves. Not dramatically. Efficiently, the way you move furniture out of a doorway. Rad got up[1].
Later
He was later put over the academy as its overseer and recruiter.
The abort order at the plateau did not come from him. Somebody above his authority called off a contracted company mid-operation, with reach he did not have[2].
