BNCY
BNCY is the institution that protected refugees on Aerogaea 347n, and the largest organisation in the record of the House of Confidence. It was built by Professor Siefr, who also funded the opposition to it, and its field operations were run by Commander Fredrick.
Its headquarters is a glass city of blue light and order. Its field arm processes people. Its investigators wrote the only official account of Akio Nakayama's decade, and could not attach a name to it.
What it was for
BNCY existed to take in people who had nowhere else to go, and for a long time it did. It built the reception points, staffed them and paid for them.
The Klakfen
Four of its commanders spent eleven years selling the people who arrived at those points. Every person who reached a BNCY position and then vanished had gone through them, and the buyers were the trafficking networks BNCY had been trying to shut down.
BNCY did not know. The commission that found out buried the finding in an appendix and waited fourteen years to release it[1].

Siefr's arrangement
The institution's founder built into it the architecture that lets one person fund both sides of a conflict without either side finding out. Siefr sits between them and takes what the conflict produces. He falsified the tactical map that placed the Great Plateau inside a red zone, and ordered the mercenary strike that followed from it.
At the plateau
The company that came for the gate was contracted, not BNCY's own, and the order that turned it around mid-operation came from above Fredrick's authority[2].
The device recovered from the cache was BNCY-adjacent and carried no stamp. Standard issue carries one. Rad Albert had seen the frequency signature once before, on equipment that was at the first shelter three years earlier without authorisation[3].
